Who the heck is this guy ?

One crazy opinion is that this may very well be a M10 Planeswalker - perhaps even a modified blue-black Jace Beleren . . . or even a mage-like Sarkhan Vol - or even a bastard hybrid of both of them.
Whatever this may be, one person certainly know . . . Daarken.
